Really dislike the creation of 1 energy skills, breaking the whole structure of 5,10,15,20 etc. As suggested above it would be better to make them 0 Energy so you pay with your health only.
Mystic Regen is still powerful enough, for general use, with 3 enchants. If you're standing there trying to keep 6 enchants up and doing something other than farming, I'd question what it is.
I wish that A-Net would stop screwing with party heal. I have builds and hero builds that use (not all together) all of those four skills in some way. I was using LoD with Holy Haste to get round the 2 sec cast. But now the whole thing is going to need big tweaking and rebalancing...again. Whoever said GoLE+Heal Party now wins is right - a bar with that and WoH *looks* like it now wins hands down over a LoD bar.
Heal Signet? I still won't use it. ZOMG my health is low! Better use a skill that makes me a sitting duck with half armour for 2 seconds! You need a stance just to cover it, the Heal Sig will only early-cancel the stance and the stance still won't protect you from spells while you are sigging. Tactics stances were made rubbish and pointless a while ago but that is another topic.

You failed already. It was 0,5,10,15 and 25. There wasn't 20 energy cost.

Wiki didn't update so that total heal is buffed to ummm 128 I guess?
The update really just makes it so you can get the conditional heal faster...but who cared about that when it sucked/sucks

Never been laughed at as a Necro in PvE. Only as a mesmer.

Your idea is wrong. You have to take into account that almost every build Necros are part of is either gimmicky or grossly overpowered, if not both.

I don't use shadow refuge much but I got to say if I did this change would be nice.
When I first started playing I used it a lot because it is one of the first skills you get. I don't know how many times I used it, got the regen, but then, just before I would get the heal at the end, the enemy would die. In the second or so while I ran over to attack the next guy refuge would end and I would miss the final heal.
Now, at least, you have a little better chance of getting that extra 104 or whatever.
Still doubt I will use it though.

What kind of stuff are you smoking?
As for the 1e costs. EACH AND EVERY ONE of the DD skills do LESS damage to your opponent than it does to YOURSELF if you're specced at any reasonable PvP max health. Also the only 1e DD SPELL is Dark Pact, so you can't use anything else to trigger Cultist's (as if that is even viable) or Vampiric Spirit.
The only buffs that are true buffs are the ones to Hexer's, BiP, Blood Ritual and Offering of Blood. And I have a hard time seeing how this would make N come back into more viabibily for high-level PvP where it's now completely dead apart from the occasional taint-bot.

This has been my favorite skill in the game for as long as I've had it. It is one of the few skills that make PVE mesmers viable. At least I'm 3/4ths done vanquishing with my mesmer, but now I wish I'd been faster about it.
This will make a BIG difference in PVE. With 10 seconds, you could throw it on anything and be sure it would attack (or die) before the time expired. With four seconds it'll be a crapshoot casting it on anything but a warrior. It'll go wasted a lot. I cast this spell all the time, and I can say from experience it is very common to wait for a bit of running or casting before the damage triggers.

(Although I probably shouldn't mention Sabway since it basically breaks the game and Andrew is reading this. )
They did this mostly to nerf sineptitude. PvE is a secondary concern in balances.
